Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement.
To what extent do you think laws are needed to make people recycle more of their waste?

As environmental pollution has long been a concern for many, it is sometimes argued that making laws should be the only way for governments to encourage waste recycling. As for me, it would be wrong to hold this point of view.
Admittedly, by enforcing environment laws, citizens would be obliged to recycle most of their household waste, or else they will be fined or penalized by governments. In view of this, people can indeed develop a stronger sense of recycling. However, I think calling for legislation is by no means an enduring solution, partly because of the opposing voice – that this would be somewhat arbitrary and partly because citizens cannot possibly bear green awareness in their mind all the time. Also, some individuals might violate the law simply because they cannot distinguish between recyclable garbage and throw-away ones. Therefore, it seems unjustified to promote recycling only by laws and regulations.
Accordingly, a variety of actions can be adopted to reverse this trend. Firstly, children should be educated about environmental issues from an early age by offering lectures on environmental protection and garbage recycling. Secondly, governments can encourage young adults to take down-to-earth actions by providing recycling service and increasing easy-to-reach recycling facilities in the local community. Finally, younger generations might be ignorant about garbage recycling, especially when Western consumerism has been embraced worldwide. They tend to believe that it is good to buy new products instead of reusing the old ones, so governments can reward those who recycle waste on their own, which would set a good example for others.
In conclusion, nobody wants to see our planet surrounded by garbage. Governments should adopt every possible measure to advocate waste recycling, instead of simply depending on legal means.
