Along with the urban sprawl over recent decades, the housing deficit has become an increasing concern and has been linked to poverty, pollution and health conditions. This problem, according to some, can only be resolved when the authorities are involved. Is this view justifiable?
Government funding and policy preferences can tackle issues arising from insufficient housing supply. The main reason for this is that local councils regulate land ownership, building specifications and many other prerequisites of real estate development. If they incentivise high-rise building blocks and restrict permits for less space-efficient alternatives, this can effectively raise the number of housing units available on the market. Also, to reduce the population density in cities, long-term solutions can only be implemented with functional zoning. An example of this is relocating industries or residential zones to the outskirt, a large-scale project unachievable with government involvement in the planning and implementation processes.
Alternatives to government-led initiatives are, in comparison, much less effective and scalable. The most cited approach is reliance on the private sector. This could mean increased investment in new houses and apartment blocks, but real estate developers tend to prioritize profitability over affordability. Another possibility is that in the face of high-cost urban living, low- and moderate-income families may choose to reside in suburbs instead. This might reduce the financial burden on them, but the associated problems, such as prolonged commutes, may render living off-centre impractical for those who have to travel to the city centre.
In general, the magnitude of housing scarcity means that an effective solution likely requires substantial government commitment. With preferential policies and investments, it remains hopeful that the local councils will overcome the deficit and offer comfortable living spaces for the community.
