A段首句“The more democratic the process,the more public transport is favored.”很多學(xué)生會發(fā)現(xiàn)這個句子看不懂，我們繼續(xù)往后會看到”He considers Portland,Oregon,a perfect example of this.”開始出現(xiàn)了例子，例子的出現(xiàn)意味著對開頭觀點的解釋，因此同樣可以看出段意。例子的大意為政府想建road，而人民想建light rail，而最終人們的提議won。整個例子的趨勢是正向的，且是人民的勝利，因為答案為ii.A successful exercise in people power.

B段末句對前面的陳述進行了轉(zhuǎn)折，根據(jù)轉(zhuǎn)折后為重點的原則，此段末句應(yīng)為主題句?！盚owever,public infrastructure did not keep pace with urban sprawl,causing massive congestion problems which now make commuting times far higher.”Commuting time對應(yīng)H中的travelling time,far higher對應(yīng)increase，表示趨勢的上升。所以答案為vii.Increases in travelling time。
