Answer:
In most recent years, the number of cars soars at an unimaginable rate, causing a variety of problems. I believe that solving these problems is likely to need more than one simple method. Overly discouraging people from driving will lead to unexpected consequences.
To start with, when people drive cars more often, gases such as carbon dioxide are more likely to trap heat from the sun, which causes global temperatures to climb, and many experts believe that it is the culprit of greenhouse effect. What is worse, more factories are needed, which produce emissions and exhaust fumes as long as they are open, worsening the global warming.
To solve this problem, there is no doubt that it is morally correct support the government to protect the environment, and people should drive their cars less often. It is true that the government needs to raise the taxes for different car-related products, such as fossil fuels, iron, steel and so on. Also, fines need to be given to whom waste gases for no reason. In Hong Kong, anyone who pulls his/her car without turning off the engine for more than 10 minutes is likely to receive tickets from the police officers. It is a simple discouragement, but many people would walk a few more blocks rather than going through this trouble.
On the other hand, discouragement should not be turned as a ban. The government should not completely prevent people from using their own private vehicles, or it would only make driving as a privilege enjoyed by a few. What is worse, many people will lose their jobs, if driving is discouraged too seriously. Many people, like traders or police officers, need to drive their cars in their everyday life. It is an irresponsible action to discourage all people from driving without having satisfactory public transport. If most people have to spend extra amount of time to go to where they want, the policy will probably be pointless, and it will not be widely supported in the foreseeable future.
To conclude, the government needs to discourage people from driving too often, but it should not ban it completely. A balance needs to be struck.
