When people learn from a foreign language, the four skills (listening, speaking, reading and writing) are equally important. To what extent do you agree or disagree?

Listening, reading, speaking, and writing are the four major kills of language learning. I believe that these skills are equally important when learning a foreign language but that there are certain orders to crack the language.
In the world of linguistics, all these four skills hold equal worth, but they usually work in pairs. Listening and reading are known as receptive skills or passive skills. In the process of acquiring a language the passive skills emerge first and other skills come along later. Being able to understand a conversation in a standard dialect is the preliminary goal of learning a foreign language, but sometimes a speech may contain idiomatic phrases or culturally implied ideas beyond the surface meanings of the context. therefore to keep improving listening comprehension can lay a solid foundation in learning a foreign language. Conversely, reading can be easier than listening in a less real-time approach to processing the language, as it has more support with the written word on the page. However, there tend to be more complicated lexical resource and grammatical range in reading a passage and sometimes the text information can be conceptually abstract and linguistically complex. In this case, being well exposed to authentic reading materials is the key to improving reading comprehension.
Speaking and writing, on the other hand, are known as productive skills. Listening and reading are the processes of consuming the language. However, when a language learner is speaking or writing, he or she is producing the language. To deliver a speech in a clear fashion and to address issues in written form are the ultimate goal of learning a foreign language. In order to achieve these ends, language learners should incorporate output into the learning process. The aim
of conducting output-focused tasks is not to produce high quality language right away but to keep core language skills balanced. Experience suggests that language learners development in the four skills often unbalanced. for example, a large proportion of Chinese students who can achieve high scores in listening and reading tests in English can barely start or maintain a daily conversation with a native speaker. Therefore, giving equal attention to the improvement of speaking and writing skills is crucial for becoming a well rounded speaker of the language.
