It is often argued that people should be charged in accordance with the amount of pollution they produce.While I accept that certain organisations should be penalised for this,I believe that every individual should not be forced to pay a fine.

人們經(jīng)常爭(zhēng)論說，應(yīng)該根據(jù)人們產(chǎn)生的污染量向他們收費(fèi)。我同意某些組織應(yīng)為此受到懲罰，但我認(rèn)為不應(yīng)強(qiáng)迫每個(gè)人都罰款。

There are several reasons why giant entrepreneurs should pay for contaminating the land.Being penalised with a specific amount of money,factories will help the government to raise fund which can be used in a variety of long-term and rationalised measures to mitigate the pollution on the earth.This will also deter them from producing more garbage and pollution.Take London as an example,where governments have invested recently a hefty amount of money in public transportation,in particular,local buses which have been designed to be much more efficient than the older ones.So these vehicles discharge fewer combustible pollutants into the air.Also,these self-centered companies sometimes exploit natural resources such as forests,water and agricultural lands,beyond all their limits just to increase the profit.If these companies are not obliged to share the amount of money,which is required to curb pollutions,they will become more short-sighted(or greedy)in terms of making more money without even caring about the impact on climate change and environment.

巨型企業(yè)家應(yīng)為污染土地付出代價(jià)有以下幾個(gè)原因。對(duì)工廠處以特定金額的罰款后，將有助于政府籌集資金，可用于各種長期合理的措施，以減輕對(duì)地球的污染。這也將阻止他們生產(chǎn)更多的垃圾和污染。以倫敦為例，最近政府在公共交通上投入了大量資金，使得當(dāng)?shù)毓卉嚨脑O(shè)計(jì)效率要比舊公交車高得多。因此，這些車輛向空氣中排放的可燃污染物更少。而且，這些以自我為中心的公司有時(shí)會(huì)為了增加利潤，不顧限制，開采森林，水源和農(nóng)業(yè)用地等自然資源。如果不強(qiáng)制這些公司出錢抑制污染，他們會(huì)變得更加短視或貪婪，為了賺取更多的金錢而不顧對(duì)氣候變化和環(huán)境的影響。

However,I would argue that every individual should not be liable to pay the recommended fine.It is unrealistic that we can stop people from polluting the universe merely by imposing charges.Because people need electricity to enjoy technologies,farmland to grow crops,accommodation to live,food to eat and a mean of transportation to travel.Furthermore,if people from devastating backgrounds are charged more for the impact they have on climate,it will create an upheaval situation where lower-income groups would not be able to pay even for their daily necessities.

但是，我認(rèn)為不應(yīng)讓每個(gè)人都承擔(dān)罰款。僅靠施加罰款就阻止人們污染宇宙是不現(xiàn)實(shí)的。因?yàn)槿藗冃枰娏硐硎芗夹g(shù)，需要農(nóng)田來種莊稼，需要房屋居住，需要食物吃飯，也需要交通工具出行。此外，如果來自貧困背景的人們因其對(duì)氣候的影響而承擔(dān)更多的責(zé)任，這將造成動(dòng)蕩的局面，低收入群體甚至無法支付其日常必需品。

In conclusion,only organisations who are earning millions of pounds by exploiting natural resources rather than all the common citizens should be obliged to share the amount of money in curbing pollution.

總而言之，通過開發(fā)自然資源而賺取數(shù)百萬英鎊的組織，而不是所有普通公民，應(yīng)分擔(dān)遏制污染的金錢。
