I think a very effective way to solve the overpopulation in big cities is to develop the countryside.

They should also invest in more leisure facilities, such as big shopping malls and cinemas. More importantly, the government should offer more job opportunities and medical care.

Only by doing this, will people in the city consider moving to the countryside. People wont flee 逃離 the countryside in search of jobs if there are employment opportunities right on their doorstep.
